Russian Foreign Minister Sergey Lavrov, who participated in the international security talks held in North Macedonia on November 30, 2023, criticized the “reckless expansion of the North Atlantic Treaty Organization (NATO) to the east”. Lavrov’s statements received great reaction from the West. The Russian diplomat went to Skopje to attend the meetings organized by the Organization for Security and Cooperation in Europe (OSCE). Due to this participation of Lavrov, diplomats of several OSCE member states, including Ukraine, boycotted the event. [1] Lavrov used the following statements:[2]
“The very existence of Russians and their decisive contribution to the history of Ukraine are denied. There are plenty of facts. The OSCE and its relevant institutions are silent. We will not compromise on the core principles of the European security order or allow Russia to deny Ukraine the right to make its own independent foreign and security policy choices – principles that Russia itself has agreed to.”
The OSCE is an intergovernmental organization focused on promoting security, stability and cooperation between participating states. NATO member North Macedonia has lifted a ban on Russian flights to allow Lavrov to attend the meeting. Lavrov’s plane followed a longer route through Greece to reach the summit because Bulgaria did not allow it to use its airspace, Russian state news agency Tass reported.[3]
The foreign ministers of Ukraine, Estonia, Latvia and Lithuania have said that they will not participate in the talks due to Lavrov’s participation. The Russian minister reached the city on November 30, 2023, after the United States (US) Secretary of State Antony Blinken arrived in Skopje, the capital of North Macedonia. US Deputy Secretary of State for European and Eurasian Affairs James O’Brien took part in the event and called for Russia to stop its behavior contrary to the basic principles of the OSCE. North Macedonia’s Foreign Minister Bujar Osmani said that despite Russia’s actions in Ukraine, the OSCE continues to exist as an organization.[4]
This event can be considered as an important development in the context of international relations. Lavrov’s encounter with Western critics while attending OSCE meetings, and especially the boycott of Ukrainian representatives, is an example of Russia’s isolation within the international community. Criticizing NATO’s eastward expansion and attributing the cause of the war in Europe to the West, Lavrov once again emphasized Russia’s concerns about regional security issues and his discomfort towards NATO.
Lavrov’s description of the Kiev Government as a ‘neo-Nazi regime’ reflects the way Russia frames internal conflict in Ukraine. This rhetoric shows how Russia uses history and ideology to legitimize its activities in Ukraine and protect its sphere of influence. However, such claims by Putin and Lavrov are mostly considered by critics as disinformation and propaganda.
Representatives of Western countries reacted harshly to Lavrov’s speech and stated that Russia was acting against the basic principles of the OSCE. This situation is a reflection of the increasing criticism of Russia within the international community. Lavrov’s departure from the meeting can be considered as an example of a lack of diplomatic conflict and communication.
Lavrov’s Russian plane not being allowed to use Bulgaria’s airspace and following a long route illustrates the political tensions in the region and the complexity of diplomatic relations between countries. The fact that NATO member North Macedonia allows Russia in this regard is an indication of the balances in regional policy and the relations of interest between the countries.
As a result, this event is important in terms of showing tensions and diplomatic struggles in international relations. How Russia frames the situation in Ukraine and how it interacts with the international community should be examined in terms of having a broader understanding of regional and global security issues.
