Chinese President Xi Jinping held a meeting with his Venezuelan counterpart, Nicolás Maduro Moros, on September 13, 2023, at the Great Hall of the People in Beijing. [1] The two presidents announced the elevation of China-Venezuela relations to a strategic partnership.
Maduro expressed Venezuela’s willingness to benefit from China’s experience in building special economic zones and deepening practical cooperation in agriculture, investment, education, and tourism. [2] Regarding the meeting, Xi emphasized that China and Venezuela are trusted friendly actors and praised the establishment of robust ties in the ever-changing international environment.[3]
In their meeting, Xi used the following statements:[4]
“China always views its relationship with Venezuela from a strategic and long-term perspective. We firmly support Venezuela in its efforts to safeguard national sovereignty, dignity, and social stability, as well as its resistance to external interference. The establishment of a strategic partnership between China and Venezuela under all conditions meets the mutual expectations of our two peoples and aligns with the overall trend of historical development.”
It can be inferred from this that Xi is determined to foster a more productive China-Venezuela relationship, making it a significant objective. Maduro, on the other hand, affirmed the deep friendship and productive collaboration between the two countries, considering it a model for bilateral relations among Global South countries. He also expressed gratitude for the unilateral sanctions they have faced and the valuable support and assistance provided by the Chinese government and people during the Covid-19 period. [5]
Maduro noted, “The establishment of a strategic partnership under all weather conditions holds historical significance and will undoubtedly mark the beginning of a new era in bilateral relations.” Increased political trust implies enhanced cooperation in bilateral relations. Furthermore, both countries will expand their cooperation within the multilateral framework, thus contributing to the construction of a new international order [6]
Xi, speaking particularly about China’s reforms and opening-up, including the development of special economic zones, stated that China is adapting to the requirements of the times. In this context, the Chinese leader affirmed readiness to work with Venezuela, supporting their establishment of special economic zones and sharing relevant experiences to aid in national development. [7]
If relations between these two actors strengthen, it can be argued that Venezuela’s economy will greatly benefit. This is particularly important given the pressures on the country’s economy due to internal political factors, American sanctions, and the Covid-19 pandemic.
In conclusion, it is known that China places significant importance on enhancing relations with Latin American countries, which is expected to greatly enhance China’s global influence. This meeting represents a significant step in terms of China-Venezuela strategic partnership and cooperation. Both countries have a long-term and comprehensive relationship perspective based on respect for national sovereignty and territorial integrity. The support and cooperation opportunities that China offers to Venezuela could help the country tackle its domestic and external challenges. This strong collaboration has the potential to promote broader multilateral cooperation frameworks regionally and globally, contributing to the shaping of a new international order. This process could be seen as a pivotal turning point for Venezuela’s economic development and transition to a new stage in its international relations.
