Environmental Governance and Human Security in the Aral Sea Crisis

The desiccation of the Aral Sea is not only one of the most significant environmental problems facing Central Asia, but also a striking example of how fragile the relationship between the environment and human life can be. The extensive loss of sea area has led to a series of interconnected problems, including dried-up seabed, the spread of salt and toxic dust, depletion of water reserves, weakening of agricultural production, and a contraction of economic activity. Therefore, to view the Aral Sea Crisis solely as an ecological restoration problem would be to ignore its social and economic dimensions.

Uzbekistan’s recent focus on cooperation with two major multilateral development and environmental finance organizations, the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF), also demonstrates a shift in this understanding. At the seventh coordination council meeting held on August 19, 2026, issues such as ecosystem restoration, biodiversity conservation, environmental governance, and sustainable natural resource use were considered together.[i] This approach indicates that environmental policies in the Aral Sea region are beginning to address ecological restoration and societal and economic resilience together, rather than focusing on a single area.

One of the most important characteristics of the Aral Sea Crisis is that environmental degradation directly affects fundamental aspects of human life. Toxic dust from the dried-up seabed poses serious risks to public health in the region, while degraded soil structure limits agricultural production and problems with access to safe water increase societal vulnerability. Therefore, it is impossible to evaluate environmental degradation independently from economic and social problems.

One of the most concrete examples of this approach is water management. In the Kegeyli region, the use of solar energy to purify saline drainage water and utilize it for agricultural irrigation is an innovative application aimed at more efficient use of limited water reserves. It is stated that water consumption has been reduced by 90-95% within the scope of the project. Steps taken in the field of environmental monitoring are equally important. 37 air quality stations integrated into Uzbekistan’s national monitoring network enable real-time data sharing among environmental, health, and agricultural institutions.[ii] This development can be evaluated in terms of shifting from the fragmented management of environmental problems to a more coordinated and evidence-based decision-making mechanism.

The effects of the Aral Sea Crisis are not limited to the ecosystem alone; they also have direct ramifications on access to safe water, public health, agricultural production, livelihoods, and economic opportunities. Therefore, the environmental problem in the region can also be considered a matter of “human security.” Here, human security refers to ensuring people’s access to clean water, a healthy environment, healthcare, and sustainable livelihoods. One of the important elements of ecosystem restoration is the planting of saxaul—a drought-resistant and salinity-tolerant shrub/tree species native to Central Asia’s arid regions—on the dried seabed of the Aral Sea.

Within the framework of the “Green Aral Sea” initiative, 823,000 saxaul seedlings were planted in an area of ​​658.2 hectares between 2020 and 2025.[iii] The saxaul’s resistance to the region’s arid and saline conditions is important for the re-establishment of vegetation on the dried seabed. These efforts are particularly significant in terms of limiting sand and salt movement and reducing the environmental impact of the dried seabed.

The point to be emphasized here is that these efforts are aimed not at restoring the Aral Sea to its former state, but rather at mitigating the effects of the new environmental conditions that have emerged. Therefore, saxaul plantings demonstrate that policies regarding the Aral Sea Crisis are less about “recreating the past” and more about adapting to current conditions and restoring the ecological balance in the region.

The Aral Sea Crisis is far more than just an ecological problem, due to the impacts of environmental degradation over time on water security, health, the economy, and social life. Addressing ecosystem restoration alongside water management, environmental monitoring, institutional capacity building, and local development indicates the emergence of a more comprehensive policy framework to address the crisis.[iv]

The most important aspect of this approach is that it focuses not on “saving the Aral Sea,” but rather on mitigating the human impact of the Aral Sea Crisis and creating a new model of resilience in the region. Planting saxaul trees, using water more efficiently, sharing environmental data, and supporting local economies constitute different dimensions of this transformation.

Therefore, it would be incorrect to assess the future of the Aral Sea solely based on how many trees are planted or how many hectares are restored. The real criterion is the extent to which environmental restoration strengthens the access of the region’s people to safe water, health, livelihoods, and a sustainable future. From this perspective, the Aral Sea is not merely a case of an environmental disaster, but also a significant example of developing human-centered and regional resilience policies against environmental crises.

In conclusion, the Aral Sea example demonstrates that ecological interventions alone are insufficient in managing environmental crises. Achieving lasting recovery depends on environmental restoration being supported by strong institutional structures, sustainable financing, scientific data, local participation, and economic development policies. If these elements are implemented together, the Aral Sea region can transform from merely a symbol of environmental degradation into a significant area for developing resilience policies against climate change, water scarcity, and ecological degradation in Central Asia.
