As of August 3, 2026, the global power struggle in artificial intelligence has transcended being merely a competition for market share among technology companies, becoming central to the international relations and geopolitical strategies of states. Alibaba’s Qwen3.8-Max, which the Chinese technology giant has announced as its most capable AI model to date, shows that the race for technological superiority in this field is not solely a Silicon Valley monopoly. With 2.4 trillion parameters and a massive context window of 1 million tokens, this model, capable of processing multimodal (visual, video, text) data, is groundbreaking in terms of both industrial production and autonomous software development capabilities. The system’s ability to complete software projects flawlessly and autonomously for 16 days sends a clear message to global markets that the technological production line is now shifting to lines of code.[i]
The release of the Qwen3.8-Max model represents a direct clash with OpenAI’s GPT-5.6 Sol and Anthropic’s Fable5 models. Benchmark tests show that Qwen3.8-Max outperforms or competes neck and neck with its Western rivals in metrics such as complex reasoning, autonomous software development, and data analysis. Alibaba’s move is more than just a product launch; it’s an alternative offered to developers by releasing a smaller, open-source version (open-weights) of Qwen3.8-27B, in contrast to the closed-source ecosystems of Western companies. This strategy strengthens China’s “open and accessible” image in the international technology market and lowers global “Application Programming Interface (API)” costs through price wars.[ii]
It would be inaccurate to consider this relentless competition among technology companies independently from the diplomatic strategies of states. The 2026 World Artificial Intelligence Conference (WAIC), held in Shanghai in July 2026 and whose repercussions were particularly felt in Hong Kong, a global financial center, is the most concrete example of this. Chinese President Xi Jinping’s landmark opening speech at the conference revealed that artificial intelligence is not simply a tool, but the infrastructure of the new world order. Xi’s emphasis that AI should serve “humanity, for the good and the positive” shows that Beijing has shifted the technology race to a debate on governance and ethics. The impact of the conference in Hong Kong and other global centers demonstrates that China is using technological discourse as an element of soft power.[iii]
From an international relations perspective, the most critical concept in Xi Jinping’s speech is the vision of a “technologically equal world order” that he is implicitly trying to build. Xi stated that artificial intelligence should not be a solo performance by Western countries, but rather an international “symphony of cooperation.” This rhetoric directly addresses the fears of technological dependence among countries in the Global South. At a time when solutions offered by Western technology giants are perceived as high-cost and politically contingent, China is attempting to redefine the technological hierarchy of the international system with its discourse of AI for all.[iv]
The discourse of an egalitarian world order has not remained merely abstract rhetoric, but has been supported by strategic action plans. Xi Jinping’s announcement that 5,000 AI training opportunities will be offered to Global South countries within the next five years demonstrates that technology transfer is replacing traditional development aid. Furthermore, the establishment of joint “International AI Application and Cooperation Centers” with the Association of Southeast Asian Nations (ASEAN), the African Union, the Arab League, and BRICS countries represents China’s effort to integrate its own AI standards, data processing methodologies, and the infrastructure of models like Qwen3.8-Max into developing markets. In the long term, this directly brings countries excluded or subject to technological embargoes by the Western bloc into Beijing’s technological orbit.[v]
Officially launched on July 16, 2026, in Shanghai, the World Artificial Intelligence Cooperation Organization (WAICO) is the first independent intergovernmental organization for global AI governance, established in line with the vision of Chinese President Xi Jinping and signed by Foreign Minister Wang Yi. At the ceremony, attended by United Nations (UN) Secretary-General António Guterres, 29 developing countries from Asia, Africa, Latin America, and Eurasia, including China, Russia, Brazil, Indonesia, South Africa, Pakistan, Kazakhstan, Malaysia, Senegal, and Laos, signed as founding members. WAICO aims to represent the strategic interests of the Global South against the US-led Pax Silica alliance and the West’s closed-source technology ecosystem; however, the absence of G7 members, European Union countries, and India deepens technological bloc formation within the global system. Operating on the principle of sovereign equality without any normative or political preconditions, the organization, headquartered in Shanghai, represents a new power bloc working to transfer technology to developing countries, integrate open-source Chinese models, and build a new global standard for artificial intelligence.[vi][vii]
Hong Kong’s position in China’s global technology vision is far more than just a geographical location. It serves as a vital bridge in communicating China’s “open, inclusive, and secure” AI vision to the Western world and global investors. As a hub for global financial institutions, overseas investors, and international media networks, Hong Kong acts as a laboratory for internationalizing the WAIC 2026 vision. The city’s technological infrastructure creates a grey area where AI advancements in mainland China meet Western legal and financial standards, thereby enhancing Beijing’s “soft power”.[viii]
The uncontrolled development of artificial intelligence poses both a security dilemma reminiscent of nuclear imbalance and a potential risk that threatens societal structures. Xi’s questions at the conference—”How will we coexist with thinking machines?” and “How will we ensure security when algorithms are part of decision-making?”—are essentially an attempt to legitimize the idea that technology should remain under state control. Unlike the Western model of AI development, which relies on the autonomy of private companies and free market rules, the Chinese model argues that algorithms should always remain under human control, advocating for adaptive governance. This is about integrating national security reflexes into artificial intelligence.[ix]
Alibaba’s decision to offer some versions of Qwen3.8-Max (such as Qwen3.8-27B) as open source aligns perfectly with Xi Jinping’s vision of an equal world order. The emphasis on AI not being a tool to further deepen division is embodied in practice through these open-source codes. Offered as an alternative to closed APIs and models based on high subscription fees (like GPT-5.6 or Claude Fable 5), this accessibility serves as a tool of ideological influence. Startups and academia in developing countries are encouraged to build their research on China-based architectures, thus aiming for long-term technological dependence and standardization.[x]
The Qwen3.8-Max model’s ability to manage complex software projects or office workflows lasting more than 10 days without human intervention will create an unprecedented disruption in the global division of labor. This level of automation directly impacts a wide range of white-collar professions, from software to finance. China’s provision of this technology at low cost (or through open source) will profoundly affect the local labor markets of non-tech producers and lead international companies to relocate their operations to regions with cheap computing power or directly to AI servers. This also carries the risk of creating a new wave of inequality in the global economic and political landscape.
Despite US restrictions on advanced chip exports (Nvidia GPUs, etc.) to China, Alibaba’s ability to train a 2.4 trillion-parameter model with an efficient expert architecture has called into question the impact of the sanctions. Furthermore, price wars among Chinese AI companies (Alibaba, Zhipu AI, Moonshot AI) are driving down transaction costs per token globally. China’s ability to offer this model at a low cost in the international market (or with support from institutions like WAICO) seriously threatens the economic hegemony of American AI giants.[xi]
China’s AI diplomacy and tangible technological achievements like Qwen3.8-Max are raising serious concerns in the Western world. The establishment of WAICO and the appeal of Chinese models are accelerating a “technological bloc” reminiscent of the Cold War era. The West must develop better algorithms and build alternative institutions that will make these algorithms accessible to developing countries.
In conclusion, as of August 2026, the global system has entered a new phase where borders are drawn not with tanks or missiles, but with data sets, algorithms, and processing power. The technological momentum gained by Alibaba with the announcement of its Qwen3.8-Max model has combined with Xi’s vision of a “technologically egalitarian world order” and AI governance, transforming into an integrated state strategy. While overcoming hardware limitations and competing with giants like GPT-5.6 Sol and Fable5, China is simultaneously assuming the role of technological patron of the Global South through institutions like WAICO and open-source strategies. In this new era, where artificial intelligence has ceased to be merely a commercial commodity and has become a fundamental element of international relations, the world order is being rewritten through lines of code.
