China’s 15th Five-Year Development Plan (2026-2030) and Xi Jinping Thought

People’s Republic of China has essentially achieved the goals set out in its 14th Five-Year Plan, which is due to be completed by the end of 2025, and is already preparing for the 15th Five-Year Developpement Plan scheduled to begin in 2026. The period of the 15th Plan (2026-2030) is defined as a critical milestone on the path towards China’s goal of essentially completing the socialist modernization by 2035. This Plan aims to serve as a bridge between the past and the future, thereby laying the foundation for the goal of the second century (to build China into a modern socialist country in all its dimensions), lasting until the 100th anniversary of the Republic in 2049.

Dr. Alp ASLAN holds a Ph.D. in Criminalistics from Ankara University Institute of Forensic Sciences, a Master’s degree in Public Law from Başkent University Institute of Social Sciences, and a Master’s degree in Business Administration. He completed his Bachelor’s degree in Law at Ankara University. He completed his Associate’s degrees in Social Services and Emergency Disaster Management at Anadolu University and is currently pursuing his Bachelor’s degree in Sociology. His academic work focuses on forensic sciences, cyber law, children’s rights, migration sociology, disaster management, and sustainable development. He pioneered the integration of decision support systems with forensic sciences by institutionalizing the field of “Forensic Operations Research” in Turkey. He has developed original models on forensic computing, security policies, cyber sovereignty, and the legal status of unmanned systems. During his professional career, he served as a legal advisor and senior executive at the OYAK Group; he was a senior executive in the establishment processes of the Ankara University and Atatürk University technology parks. He has received training in counterterrorism, border security, and media relations, and has made presentations at various national and international conferences and authored numerous academic publications. He is a member of the Forensic Scientists Association and Chairman of the Forensic Operations Research Committee. His work contributes to the integration of forensic science with social sciences and to the reconsideration of technology-based security policies within the framework of human rights.
