The meeting held on 13 August 2026 between Australian Prime Minister Anthony Albanese and United States (US) President Donald Trump largely dispelled lingering doubts about the AUKUS program.[i] Albanese stated that the partnership was continuing resolutely and at full speed, while Washington likewise expressed satisfaction with the program’s progress. This political reaffirmation lends particular weight to the submarine deployments set to begin in 2027.
2027 does not, however, mean that Australia will possess Virginia-class submarines by that date. The US submarines arriving at HMAS Stirling, the Royal Australian Navy base, will rotate through under American command. The plan envisages the participation of one British Astute-class submarine alongside up to four American Virginia-class boats. The base will thus function less as a permanent foreign force deployment and more as a shared training, maintenance, and operations hub.
This phase has been designated the Submarine Rotational Force-West. As of June, the establishment of units to oversee maintenance activity has accelerated the training of Australian personnel aboard American submarines and at American shipyards. More than two hundred Australian sailors have now trained in the US[ii] evidence that the program is built on developing human capital ahead of the acquisition of vessels themselves.
The value of the Virginia class for Australia lies in its range, stealth, and underwater endurance. Diesel-electric submarines must surface periodically to recharge their batteries, whereas nuclear propulsion allows for long, uninterrupted patrols. This capability extends patrol endurance across the vast distances between the Indian Ocean and the Western Pacific and allows the force to reach its area of operations more rapidly.
Geography is the fundamental factor behind this preference. Australia’s security can no longer be confined to coastal defense. The Strait of Malacca, the South China Sea, the Indonesian Archipelago, and the Pacific approaches now bind the country’s trade and its defense together. Long-range submarines can give Canberra the capacity to monitor these sea lines from a distance, operate jointly with allied fleets, and generate uncertainty for adversaries in a crisis.
The programme’s second phase will begin in the early 2030s. Under the arrangement approved by Congress, the US plans to sell Australia three Virginia-class submarines, with the option to apply for two additional vessels if needed.[iii] These vessels will fly the Australian flag, be commanded by the Royal Australian Navy, and be deployed according to Canberra’s political decisions.
The third phase is the construction of the SSN-AUKUS. Built on the United Kingdom’s next-generation design, the platform will combine the sensor, combat-management, weapons, and propulsion expertise of all three countries. The Royal Navy is expected to take delivery of the first vessel in the late 2030s, while Australia’s first submarine, to be built at Osborne, is targeted for the early 2040s. The nuclear submarine era is therefore a gradual, long-term transition rather than a single milestone.
An accelerated timeline offers Australia a powerful deterrence dividend, but it also places a considerable industrial burden on the country. Rather than simply purchasing a ready-made platform, AUKUS demands a decades-long transformation of production capacity and public administration. The preparations underway at HMAS Stirling represent the first test of that transformation. Radiological monitoring, emergency planning, controlled maintenance areas, and the temporary storage of low-level waste will become part of the base’s everyday operations. Because Australia has never operated a nuclear power plant, submarine safety will need to be embraced not only by military institutions but also by regulatory authorities, universities, and local governments.
The most fragile element of the programme is the capacity shortfall in the US submarine industry. According to the Congressional Research Service, the Virginia-class production rate had fallen to roughly 1.13 vessels per year by the end of 2024. In order to meet its own requirements, the US Navy aims to increase AUKUS deliveries to 2.33 vessels per year by the early 2030s.[iv] If workforce, supplier, and maintenance bottlenecks are not resolved, the sales timeline could slip regardless of political will.
This risk reinforces the debate over Australia’s strategic autonomy. Placing the submarines under Australian command will safeguard legal sovereignty. At the same time, the long-term reliance on the US and the UK for training, reactor expertise, spare parts, and weapons integration could generate operational dependency. Canberra’s success will depend on balancing closeness within the alliance with the capacity for independent decision-making.
For China, AUKUS increases the number of hard-to-detect platforms capable of reaching its near seas. Beijing’s concerns over an arms race and nuclear proliferation persist. Yet the modernization of the Chinese navy predates AUKUS, and the partnership itself is one of Australia’s security responses to a shifting balance of power. Each side reading the other’s moves as a threat is accelerating a cycle of mutual countermeasures.
Indo-Pacific states are assessing this development through the lens of their own differing needs. Some view a stronger American presence as beneficial for the security of sea lanes, while others worry that great-power rivalry is being brought closer to their shores. Should AUKUS members maintain regular engagement with regional countries on transparency, port security, and crisis communication, deterrence could more readily translate into stability.
The distinction between nuclear propulsion and nuclear weapons is decisive here. Australia has committed to arming its submarines only with conventional weapons, not enriching uranium, and not reprocessing spent fuel. The reactors are planned to be delivered as sealed power units that will not require refueling over their operational life. Even so, the transfer of nuclear-propulsion material to a state without nuclear weapons sets a new precedent that will require careful management under international safeguards.
AUKUS’s second pillar further broadens the impact of the submarine program. Joint work on artificial intelligence, quantum technologies, cybersecurity, electronic warfare and autonomous maritime systems are building an integrated technology network around the platforms. Sea power is thus expanding beyond ship numbers to encompass data processing, target detection, and the ability of different forces to operate together.
The opportunity for Australia’s defense industry will only prove durable if it moves beyond simply paying foreign shipyards. It matters that domestic firms enter American and British supply chains, that skilled labor is retained within the country, and that maintenance knowledge becomes institutionalized. Otherwise, a high-cost program could deliver powerful platforms while leaving Australia with limited technological sovereignty. Regular public disclosure of cost and schedule information will also be essential to sustaining political support.
In conclusion, Australia is entering the era of nuclear-powered submarines, but this transition will not be complete by 2027. The first stage involves training and maintenance alongside allied submarines; the second, the transfer of Virginia-class vessels into Australian ownership; and the third, the domestic construction of the SSN-AUKUS. The success of AUKUS will ultimately be measured not only by underwater stealth but by industrial capacity, nuclear safety, democratic oversight, and regional stability.
