EU to allocate €1.4 billion in revenues from frozen Russian assets to support Ukraine

The European Union will provide an additional €1.4 billion in revenues generated from frozen Russian Central Bank assets to support Ukraine.

According to European Commission, cited by Report’s European bureau, 95% of the proceeds will be used to support Ukraine via the Ukraine Loan Cooperation Mechanism (ULCM) and 5% via the European Peace Facility (EPF) to address Ukraine’s pressing military and defence needs.

The funds represent interest revenues generated from cash balances linked to frozen Russian Central Bank assets held by European central securities depositories. The assets themselves remain frozen under EU sanctions, while the interest accrued on them is not considered Russian property and may be used to support Ukraine under a decision by the EU Council.

The European Commission said the EU received the fifth tranche of such revenues on August 3. It covers revenues accumulated during the first half of 2026. The previous tranche was transferred in March. Since the freezing of Russian assets, they have generated a total of €8 billion in extraordinary revenues.

The receipt of this amount marks the fifth transfer of its kind, following a fourth tranche delivered in March 2026.

European Commission President, Ursula von der Leyen, said: “Russia must pay for the destruction it has caused. And we are using the proceeds from the immobilised Russian assets to make sure it does. We are making a further €1.4 billion of them available to Ukraine. This will support Ukraine’s continued resistance against Russia’s illegal war.”

The mechanism for using these revenues was approved by the EU in 2024. At the end of 2025, the EU Council also decided to indefinitely prohibit the return of frozen Russian Central Bank assets to Russia, enshrining the measure in a separate regulation.
