Kyrgyzstan generates most of its electricity from hydropower (6.6 billion kWh out of 10 billion consumed in the first half of 2025). This heavy reliance makes the energy system vulnerable to climate risks, forcing the country to import electricity. Germany’s cooperation focuses less on large infrastructure and more on efficiency, grid modernization, and capacity-building through GIZ and KfW. In 2024, Kyrgyzstan signed agreements with European companies for 612 MW floating solar plants and a memorandum with Siemens Energy. Germany also promotes the “Green Central Asia” initiative. In contrast, China and Russia mainly invest in large-scale projects—hydropower, solar, wind, and even discussions on nuclear energy. Germany’s role is complementary: it provides institutional reforms, expertise, and skilled professionals, helping Kyrgyzstan build a more resilient, sustainable, and climate-ready energy future.
