The working group was formed by presidential decree on 8 October last year. The first meeting was held on 14 October with the participation of the Head of State. On the same day, on the instructions of the President, a special section entitled ‘Parliamentary Reform’ was opened on the state platform e-Otinish and the eGov service to collect proposals from citizens on improving the parliamentary system.
On 2 December, the second meeting of the Working Group was held, at which issues related to the formation of the new Parliament were discussed.
On 29 December, the third meeting discussed the mechanisms of the legislative process of the future Parliament.
In his speech, the State Counsellor noted that a broad public discussion of the upcoming reform has been going on for about six months. As Karin emphasised, parliamentary reform is part of a large-scale political modernisation initiated by the Head of State, including four packages of political reforms implemented in 2019-2021 and the 2022 constitutional reform. Overall, all presidential reforms are aimed at strengthening the institutional stability of the state and adapting the political system to modern conditions.
