China issues rules to curb red tape

On August 6, China issued new regulations to reduce bureaucratic burdens on grassroots officials. These rules aim to cut down on excessive meetings, lengthy speeches, and unnecessary documents. Each department must reduce the number of documents issued annually unless they provide justification. Official documents must be concise, and most should not exceed 5,000 characters. Meetings are to be fewer, shorter, and preferably virtual. Speeches by top local officials should not exceed one hour. Additionally, each agency is allowed only one service app, which must be approved before release, and its use cannot be made mandatory or affect performance evaluations. Petition handling should not be evaluated solely based on the number of complaints.
