Rodion Miroshnik, Russia’s ambassador-at-large for issues related to the Kiev regime’s crimes, stated that Ukraine is not ready to engage in 24/7 negotiations with Russia, including in the format of working groups. He argued that Ukraine shows no intention of developing a viable settlement model. According to him, during the Istanbul format, Russia actually forced Kiev to comply with basic norms of international humanitarian law, such as prisoner exchanges and the transfer of bodies—standards established after World War II. While Ukraine now reluctantly follows these norms, Miroshnik emphasized that on broader political matters, Ukraine avoids concrete proposals and instead resorts to “verbal gymnastics.”
