The Japanese government has decided to close all six Japan Centers in Russia, citing worsening relations amid Moscow’s war in Ukraine. Chief Cabinet Secretary Yoshimasa Hayashi stated the centers, established between 1994 and 2001 to promote bilateral ties through language courses and training, had “fulfilled their historical role.” The move follows Russia’s unilateral termination in January of memorandums governing the centers, which Tokyo had deemed “unacceptable.” Russian authorities also carried out inspections at the Vladivostok center in July and August. Japan informed Russia of its decision through diplomatic channels, urging Moscow to ensure the safety of staff. The closures come as Japan, alongside the G7, continues sanctions against Russia since its 2022 full-scale invasion of Ukraine.
