Asia comes to the fore as a rising power in the reshaping order of the world. As a matter of fact, it is accepted that there is a geopolitical, geostrategic and geoeconomic shift from the Western World to Asia. However, it is known that various terrorist organizations and sources of threat are also directed to Asia. In particular, the so-called Khorasan Province (ISKP) of the terrorist organization Devlet’l Iraq and Sham (DEAS) draws attention as a source of instability in Asia, especially in Afghanistan.
History is full of examples that show that powerful countries that have solved their security problems are those who have successfully completed the nation-building process. At this point, it can be said that the power of the European states is formed as a result of successful nationalization processes. This is because it is obvious that, thanks to nationalization, these states have created a stable and safe environment both within the country and in its immediate surroundings.
Actors who cannot perform or complete the nation-building process in a healthy way, on the other hand, are faced with an environment of instability and insecurity, unlike European countries. Afghanistan, along with various states in Africa and the Middle East, is a vivid example of this. As a matter of fact, Afghanistan, which faced a war that lasted for 40 years, was not only exposed to foreign interventions. It has also been the scene of various internal conflicts. Differences in language in Afghanistan prevented the establiashment of strong ties between ethnic groups. This situation facilitated the destabilization of Afghanistan, which could not form a supra-identity, by foreign actors.
Today, due to the increasing polarization as well as the threat perception shifting towards Asia, it is seen that non-regional actors implement strategies to destabilize the geography in question. This once again brings to light the fact that there is a need for states that have successfully completed nation building in Asia.
As can be seen in the European example, states that have completed nation building can provide stability first in their domestic policies and then in the countries around them. At this point, the Central Asian states come to the fore. The regional states, which declared their independence 30 years ago, continue their nation-building processes. It can be said that these actors, who adopted an attitude towards the establishment of the authority of the administration in the first 25 years after independence, were also successful in the nation-state building process.
After the aforementioned success, Central Asian states are trying to ensure regional peace, stability and prosperity through their cooperation among themselves. In fact, the policy in question is one of the most important defense mechanisms developed against the interventions of foreign states. This mechanism is not only for Central Asian countries; it also means stabilizing the borders of states such as Russia and China with the region. This is because one of the most important issues for these countries, which are in competition with various global powers and face significant threats, is the security and stability of their borders and nearby geography.
On the other hand, the security of Central Asia, which is one of the main centers for states that want to reach various regions through trade and transportation corridors, means the continuity of trade and protection of investments. It can be stated that the stability of the Central Asian states is important both for the regional states and for Asia.
Regional states implement various policies in order to successfully complete nation building. One of them is the steps taken by Central Asian countries in terms of language and alphabet.
Ayrıca diğer aktörlerle kurdukları ilişkiler ve gerçekleştirdikleri işbirliklerinin önceliği de bölgesel güvenliğin ve istikrarın korunmasıdır. It is clear that the actors, acting within the framework of opportunities and threats, have taken action to establish their stability and regional security in the process of change in the world by completing the nation-building process.
The language process of the Central Asian states stands out as an opportunity rather than a threat. In fact, it can be said that the actors, who see the developments as a threat, aim at the instability of the region. The question to be asked here is not why states speak their mother tongues; is why the nation-building process disturbs other actors in order to ensure the integrity of a state.
In short, the intentions of the parties who are uncomfortable with the developments and adopt an attitude that will lead to security weakness should be questioned. It can even be said that it is too late to take these steps. Therefore, Central Asian states should be supported in ensuring regional peace and stability. This is because healthy societies and strong nations that are open to cooperation with their neighbors will be the guarantor of stability in the region.
As a result, the Asian continent has the potential to turn into a basin of instability with the change it has experienced. The most important way to prevent this is the existence of strong states that have completed nation building instead of weak nation states. With this way, besides regional security, the security of transit routes and investments can also be ensured. Otherwise, the spread of violence and instability will be facilitated.
