On August 22, 2025 an Azerbaijani delegation led by Deputy Prime Minister Shahin Mustafayev visited Russia’s Astrakhan region. The delegation paid tribute to National Leader Heydar Aliyev at his monument. Later, the 23rd meeting of the Azerbaijan-Russia Intergovernmental Commission on Economic Cooperation was held, focusing on investment, industry, transport, and transit projects. A protocol on the outcomes was signed by both sides. Mustafayev also met with Astrakhan Governor Igor Babushkin to discuss strengthening regional economic and trade cooperation.
