Member of Parliament Serik Yegizbayev believes that the adoption of the new Constitution should be a strategic step towards strengthening statehood and increasing the accountability of the authorities. According to him, the key meaning of the reforms is the transition to a people-centred model, where the interests of citizens become a priority, as well as strengthening the country’s stability and public trust in state institutions.
“The adoption of a new constitution is a strategic decision aimed at strengthening statehood, increasing the accountability of the authorities and forming a more just and balanced system of governance. It is about shifting the focus from the governance system itself to the interests of citizens and individuals. This is expressed in the principle of human-centredness: not the individual for the state, but the state for the individual. The new model should ensure the country’s stability in the face of external challenges and, at the same time, strengthen public trust in state institutions.”
Speaking about the substantive changes in the draft new Constitution, Serik Yegizbayev emphasised the importance of redistributing powers between the branches of government and strengthening the system of checks and balances. He also noted the need for constitutional provisions on the protection of the family and childhood, the consolidation of approaches to ecology, the strengthening of guarantees of human rights and private property, and the fundamental separation of religion from the state.
“First and foremost, there must be a redistribution and clear delineation of powers between the branches of government. This strengthens the system of checks and balances and reduces the risks of excessive concentration of power. I consider it important to enshrine in the constitution provisions on the protection of the family, motherhood, fatherhood and childhood, as well as to clarify the provision on marriage as a voluntary and equal union between a man and a woman. This is of fundamental importance for our country, given demographic and social factors. I would like to separately note the elevation of environmental issues to the constitutional level — this is an investment in the quality of life of future generations. In addition, guarantees of human rights, protection of private property and legal protection of citizens have been strengthened. The clear enshrinement at the constitutional level of the separation of religion from the state is also of fundamental importance.
