Venezuela loses voting rights in UN General Assembly

Venezuela has lost its voting rights in the United Nations (UN) General Assembly.

According to Report, citing the US bureau, this was announced by Sharon Birch, spokesperson for the President of the General Assembly.

According to her, the issue is regulated by Article 19 of the UN Charter. In accordance with it, if a member state’s financial obligations to the organisation are equal to or exceed the amount of contributions for the previous two full years, such a country loses its voting rights in the General Assembly.

Birch stressed that the key criterion is not simply late payment, but the actual absence of any payments for two years. In the case of partial payment of arrears, this amount is credited against the oldest debts, which allows the right to vote to be retained. In addition, if a state proves that its inability to make payments is due to difficulties beyond its control, the General Assembly may apply an exception.

It should be recalled that this issue is also reflected in the official letter from UN Secretary-General António Guterres dated 17 February 2025, addressed to the President of the General Assembly. The document was distributed during the 11th emergency special session of the General Assembly.
